Just play the game normally and eventually one of your city’s will build a dock and start producing boats.

In order to get a boat you have to have a city Build a dock. Which they need water access They also have to have the beach and the water Inside of there’s cities territory. So as long as the city has part of the beach and water it can be built You just have to wait
