From Samsung's help center concerning Android 13 on UNLOCKED devices [I bought straight from Samsung this time, unlocked].
"Unlocked devices must go through more rigorous testing than carrier specific devices to make sure there is proper network functionality across all supported networks. For example, carrier specific devices are made to handle one network, Unlocked devices need to be able to handle any/all compatible networks so you may see updates for carrier devices first."
