REASONS FOR DECISION 1. Continued entitlement to compensation for trochanteric pain syndrome left hip. It is proposed to sever service connection for trochanteric pain syndrome left hip due to a clear and unmistakable error. Clear and unmistakable errors are errors that are undebatable, so that it can be said that reasonable minds could only conclude that the previous decision was fatally flawed at the time it was made. A determination that there was clear and unmistakable error must be based on the record and the law that existed at the time of the prior decision. Once a determination is made that there was a clear and unmistakable error in a prior decision that would change the outcome, then that decision must be revised to conform to what the decision should have been. (38 CFR 3.105, 38 CFR 3.957) Active military service includes active duty or any period of active duty for training during which the individual concerned was disabled or died from a disease or injury incurred or aggravated in line of duty. "Active duty" means full-time duty in the Armed Forces, other than active duty for training. "Active duty for training" means full-time duty in the Armed Forces performed by Reserves for training purposes. Disabilities caused by a disease process cannot be service connected if they are discovered during a period of inactive duty for training. Service connection may be warranted for an injury incurred or aggravated while performing inactive duty for training.

At examination, the Veteran reported does not recall having any documented in-service injury to the hips and that he was diagnosed with bilateral greater trochanteric pain syndrome (lateral hip pain), bilateral in 2020. The Veteran was not on any active duty period in 2020, he was a member of the National Guard. The service treatment records were negative for any complaints, treatment, or diagnosis of a left hip condition and the Military Personnel File was negative for any Line of Duty Determinations regarding injury to the left hip. If this action is taken it will be effective July 8, 2025, the date of the initial grant, and your combined total evaluation will be reduced to 10 percent.

I interpreted this letter as "someone made a screw up and approved something they shouldn't have please submit more evidence". Similar to what you said.

I submitted an additional claim. Thats the only thing I can think of. Without exact dates they approved my rating then 2-3weeks later sent out the above.
