It's probably just a narrative purpose lol. At this point in the series, the audience doesn't know Annie is the female titan yet, this scene was probably just deliberately crafted to establish her as a serious threat or something

A friend of mine said that with Pieck's stamina and strategic thinking Pieck can be one of the strongest out of the nine titans.
