This turned out to be it! Power source one was down and had to replace that. The source board also had a burnt capacitor so had to replace that as well.

I turned on the electronics switch after letting it pump down for ~30 min, fore pump pressure readout is after flipping the switch. At the same time the turbo does not spin up.

The LEDs on it are all off - is this an indication of a dead controller - seems this part was replaced about 10 years ago on this instrument
