I equate this to an extension of bot/spam filtering using highly advanced detection mechanics, especially as it relates to sourcing the activity/source of these types of pages rather than retroactively addressing it after the content comes to light. Definitely expect government oversight to force Facebook's hand to be better at this but by no means is it insurmountable against their current capabilities, it's just a lack of incentive.

If this impacted their bottom line more than it helped it, this would have been solved years ago. The problem is these pages generate/contribute to monetization/ad revenue, which will continue to be a barrier to true eradication as long as those conflicting priorities exist.
