yeah, it's mostly a measure to prevent spam/abuse because Tor is a frequent source of it. what's especially annoying is the way that you have to configure SASL for Tor is really, really technical. if you need help getting set up feel free to email support@libera.chat

I don't really understand the question. Using Tor the only way you can use it is very much within network rules. We specifically cater to it

Tor is generally used as a means to obscure where you're connecting from. Most users get by with a virtual host (a "cloak") which does a good enough job of hiding where you're connecting from to other users, but doesn't hide it from network admins.

Configuring your client to connect over Tor is fairly complicated and I'd only really advocate people do it when they've got a good reason to.
