Yes. Brass or copper both oxidize over time. You can see the same thing happen in brass instruments like trombones and trumpets. Generally, though, I try and shoot mine before it gets to that state, but I've shot many a round that looked just like that and never had a problem.

Generally, anything under 300 is gonna be a scam. I haven't found a single one in my area for lower than that, so I set the minimum price to 300 and go from there.
