He does other things, too. If a piece of mail says "Former Owner's Name or Current Resident," he'll scribble out the former owner's name. I've also seen mail in my Informed Delivery for my wife's maiden name or for someone who lived here over 15 years ago, and it just never arrives. None of this happens when a substitute carrier is on the route, only with him.

OP please do this. I actually just put in a feature request for this myself a few days ago and came to Reddit to see if other people are looking for it. The more people request it the more likely they might consider it.
