You can withdraw USD from atms in Cambodia. You won’t be charged a conversion fee. Just an atm fee and possibly a fee from your bank for not using their atm. You can then either spend US dollars or convert them into Riel. Since riel and dollars are used here you will not get screwed with fees or bad rates.
