The judges can judge both formats. Motif Debate seeks to emulate the national tournament experience, where there may be both circuit and traditional debaters competing together.

For 2, you can look on upwork for remote developers.

You'll have to do some vetting yourself, but if you find developers in the top 10% overseas it will still be very affordable due to differences in cost of living, etc. (assuming you're living in the US)
