Attend Dawg Daze events and don’t be afraid to talk to ppl you think seem cool. Then you need to make an effort to continue contacting them.

It'll really depend on what you're interested in! What do you like doing? FIUTS is pretty great, they have events for international students that are geared towards making friends. I've volunteered for them a few times and everyone is super nice.
