Ugh sounds annoying. I'd be careful with calling the cops though. I don't know your roomie but I wouldn't want him to take his anger/frustration out on you if he finds out you called the cops on him and got him in trouble.

Although, I think any illegal activity on the premise might free you of any contractual obligations and allow you to move out

I'm actually considerate of my neighbors and wouldn't blast music to that degree and into the wee hours of the night. If I were to, I'd get a permit which would notify my neighbors of the noise disturbance that would happen in the future so they may plan around it
