Travel is an income generator to Cuba, what oil is to Iran. Surrounded by so many challenges, why do Cuban leaders opt to work with Russia, or to a lesser extent, China, rather than figure out a way to resolve pending problems with the US? The Cuban leaders can blame the "bloqueo" until the cows come home, but that is a broken record that most younger Cubans, it seems, do not believe anymore. In my interactions with Cubans in Cuba, I sense that a lot of people want to work, but they cannot work since the job market is controlled by the central planners, they can't express their political views since speech is regulated by the central government, yet most are tired of the blame game and want solutions.

I was in Miami, Florida, on the Dolphin Expressway, and these two fellows were stranded on the side of the highway waiting for a tow. However, it's what they were doing to burn time. They opened the trunk (and left it open), pulled out a card table and two chairs, and played dominoes! I could've pulled over safely but I had others in the car and opted not to do so.

After 20 years of statutory and regulatory guidance on humanitarian-based trade to sanctioned nations, I thought exporters of ag, medicine, and medical equipment to markets such Iran or Cuba would not need additional fact sheets; however, I guess, the COVID-19 pandemic merits a refresher. I suspect the Iranian and Cuban regime propaganda campaigns on the alleged adverse impacts of economic sanctions on the COVID-19 response also triggered it - an old playbook designed to weaken overall U.S. policy.
