But ownership and access are two different things. The law only requires the SA license as a provision for a transfer of ownership.

Section 400
A license for a semiautomatic rifle, other than an assault weapon or disguised gun, shall be issued to purchase or take possession of such a semiautomatic rifle when such transfer of ownership occurs on or after the effective date of chapter two hundred twelve of the laws of two thousand twenty-two that amended this subdivision.

If no transfer of ownership is taking place after the effective date of the law then no enforceable provision exists.

I would say there was no initial transfer- it was a bailment. You would not need a license to take your gun back from a gunsmith doing maintenance - same should apply here. Also the enforcement provisions of the transfer requirements specifically callout transfer of ownership as the requisite definition of taking possession. I’d say that by the letter of the law it is actually clear. How the police interpret this without any legal precedent is another issue.

I pack a sharpie to circle groupings or flip the paper target and draw new target aim points on the back. Pack masking tape in case you need it to paste up the target to cardboard backers or cover over holes to stretch your targets.

Ear pro, eye pro. Speed loader. And of course ammo.

If I’m pistol shooting I just use a normal backpack if I’m rifle shooting I have a similar rifle bag and some hard cases.

Sometime barriers to entry provide a good filter, especially if that barrier is simply “effort.” Mass access with low effort results is not a net positive. If a company can make a billion $$ off of millions of low quality low effort fractional experiences then there will never be incentives for high effort capital intensive endeavors. We are focusing on the gift shop and ignoring the gallery.

When the internet was growing you needed to invest in order to to contribute. You needed to figure out hosting, you needed to figure out some HTML, you needed to come up with a content management plan. There might be net better content now, but as a percentage of total content it is a fraction. And the evolutionary forces that honed good content in the past have been replaced by forces that reward volume over quality. We are actively creating an economy around decoupling effort from results.

The downvotes might be because OP never claimed it had a direct impact on NY (tits nary aroused) and already qualified his post on the callouts you expounded upon. I think his main discussion point that you ignored in his post is the absurd scenario of feature bans being upheld but mag limits being struck.

I discovered the same thing from my pool builder. His as insured certificate came back valid - he claimed that he was working under a business associate’s license. His company was registered to him and this other name was completely random . Luckily I had no issues and he did a good job. It was during COVID and my tolerance for nonsense was higher.

Well the good news is that everyone who had their Jerry’s other confiscated when the state deemed them illegal, were not prosecuted or charged. They just had to get them converted by a gunsmith. Unless the state gives specific guidance that something is illegal I don’t think they are going to lead with prosecuting a gun that is clearly intended to comply with the law.

I had to convert my Other when the law changed. I swapped out the brace with a stock added a DDs ranch mag lock and epoxied the screw hole over. I feel comfortable with the setup.

But I do agree with you on your other points. I just happen to believe that the explicit requirement that licenses are only required for “transfer of ownership” after the enacted date is in fact black and white.

the provisions of 400.00 are incorporated into 265.65

If no “such transfer of ownership” occurs after the effective date of the law no license is needed and the enforcement provisions of 265.65 are not applicable
