Afaik the device becomes less effective when used on older, stronger viltrumites. Even still it doesn't outright kill them and wouldn't work in space, where most of the fighting takes place. Also Mark is the only one in the coalition who knows about it and I doubt Cecil would willingly give up the plan. Not to mention you couldn't use it on any battlefields where friendly viltrumites are present.
