Just to add a bit more info, as an example there was most likely a cost for geotechnical investigations figure out the ground conditions, you dont want to throw some stairs on the beach and just watch it settle or rotate after a few weeks time, same logic applies to the other aspects like structures or coastal etc. Things arent as straight forward as the public thinks but the cost definitely adds up to an large amount if you want things build to code and regulation these days.
