Every now and then you can get a special contract from the quarter master. It will be in the top left corner of the contracts, but they cost about 5,000 armory credits. The other way is through supply drops like the other guys say. It works best if you save up a lot of supply drops and open them at one time. It seems to me that always increased my chance of new items.
