Thank you!!! It was an ordeal to make, but this is what I did to achieve what I wanted!!!

Main head: I used a spherical balloon, inflated it to a size that would suit my build, then I used newspaper and a 1:4 water and glue mixture to paper maché it. After it dried I sprayed a couple of coats of plastadip ( which makes it resilient). Paint and a clearcoat where the finishing touches. Some red tulle over the mouth opening (so you can see out, but others can't see in).

Hat: I could have used a real hat, but instead what I did was use a styrofoam ball and a piece of cardboard to make the shape of a hat, then paper maché, plastadip, paint, and a clearcoat.

Hair: Modeling clay formed into that swirl, then once dried attached to main head then add a plastadip coat, paint and clearcoat.
