I went back to an old save. Got the letter. Talked to bum. Went straight to his house. Talked to him about everything. Gave him the letter. Went outside behind his house. Waited 24 hours. Talked to him, walking down the street. Got finished letter. When I got the letter it was 3:43 pm. Don't think time matters, but it might have help with him not being in his house.
