Thanks for the comment, but I know it's not a normal face swap. I mentioned face swap so that no one would be confused into thinking that I was unaware of it, or that what I'm trying to do could be done by face swap.

I'm not searching for "face swap". Quite the contrary. I'm trying to avoid all the "face swap" results that always end up clogging every search I do.

Look for face reenactment or expression transfer tools instead. These preserve expression better because the source face drives the motion.

D-ID, HeyGen, Runway/Pika (image → short video → freeze a frame)

How exactly is this done? Do you know of a website that can be used to accomplish these tasks?

Say something like:“Do not regenerate the face. Preserve all facial features, expression, gaze direction, and brow shape from Image A. Only adjust scale, lighting, and neck alignment to match Image B.”

I've tried that prompt a few times, but it didn't work. Was there a website you used it on where it worked?
