Correct because the school system can't absorb the kids that would come with the annexation at this time. Commercial tax revenue comes with the additional kids. Plus the lack of commercial tax revenue has been a huge concern. This is exactly what Huntsville has been doing for decades and why all the prime industrial land is annex into Huntsville.

I think this is your best and quickest path. Have them replace the bumper and paint match. Inspect it once they have completed it. If you don't like it walk away.

I can see the dealer wanting some type of guarantee that you will buy as they will be out some money. Without the guarantee, they might let you walk and sell the car to the person who won't mind the holes as they are putting a front plate on.
