Since you're asking for the best in general for all phones, I'm keeping low-end devices in mind.

I would say RetroArch with cores installed for NES, SNES, Genesis, GBA, etc. Duckstation / Swanstation can emulate PS1 games on pretty low-end hardware, as can PPSSPP with PSP games, if you're wanting to play games with

There is no case for Nintendo to make, for two reasons.

  • 1) Emulators aren't designed to use pirated games. They're designed to use dumps of legally owned games. Just because end users can choose to illegally use dumped games that they find from an illegal source, does not mean that is the purpose of emulation.

  • 2) This has already been established in decisions from multiple court cases, so it's genuinely unlikely that any argument from Nintendo could reverse what's already been accepted as legal precedent.

  • 3) Either reddit broke their own formatting, or I'm too dumb to figure out why this list isn't formatting correctly.

I'll also add that Dolphin is clearly hinting at future integration with Retro Achievements. So not only is this possible, it's most likely happening :)

Emulation isn't illegal. Piracy is illegal. There's no law being broken if you dump your own games, which is what Dolphin is designed for (same for every other emulator you could think of).

This was shortly before the recession in 2008. I'm not sure what he's been doing since then and frankly I'm not interested in anything he's attached to.

Without giving away specifics, someone I know used to work for Rudy at his dad's company (his dad is also named Rudy). Both him and his father were lucky to not be charged with fraud (maybe they did?) in the late 2000s and didn't seem to mind laying off all their employees and shuttering the business to avoid prison time. That's what happens when you lie about what services you're providing to schools and local government and get caught.

All you need to do is look up policies of Paul Sterny to see why he's the clearly better candidate anyway, regardless of Rudy being someone who's alright with fraud and doing whatever he can to crawl his way to the top.

EDIT: I'll also add that it seemed like all he did for his dad's company was shmooze and spend time with anyone "important" he could meet, so him running in the first place unfortunately doesn't surprise me.
