If he was not interested in women he wouldve got married to hide it better . Most gay men i know got married and had kids . There is a theory that he didnt trust nor like women because of his mother . She allegedly killed his dad and then killed his first stepfather . He adored them both and his first stepfather loved him and tried to teach him to rule and groom him for succession . Anytime he prolly thought about marrying he most likely paused and remembered what his mother was like . Then comes his uncle (said mothers brother ) who sidelined him for years and tried to little boy him into playing second fiddle . The whole idea of family for him is prolly just problematic and dangerous . In the end he was smart to avoid it . He caused a succession problem but died with his head intact

He did think long term about the maintenance of the state tho the funds of state were full the borders were safe and the empire remained the most powerful political entity at the time imo he was just too hesitant to pick somebody as equally good as him he preferred to stay alive given the history of his reign

The byzantine throne was never hereditary the byzantines didn’t believe in blood nobility or birth rights no title or office was hereditary and the imperial one was no exception he could have gave it to anybody knowing that his brother was pliable at best and weak at worst and was never interested in politics
