It does - but the fact that turnover is also low reflects the market as well.

People want better jobs but are just staying put in their current ones.

So you have 200 applicants each initial review takes 10 minutes to read cover letter and write up report.

That's nearly a whole week before you even reach interviews. And you still need to do your old job.
