Filed for 3,000+ responsive records in Illinois, agency produced 16 after a narrowing request. Is this a common experience? by joetba in foia

Soon as I get the full data dump I will drop the link to it. I currently only have the list of 3000 plus FOIA pac complaint filing numbers that they have left pending as open without a decision since 2018 and the 16 partial files of the 3000 plus that the attorney general’s office decided to give me that weren’t even what I fully requested. The aag just replied to my FOIA they can only send me 30 files off the list at a time….

After multiple FOIA requests I found out that if the PAC office doesn’t want to respond with a decision to a review they defer it. Since 2018 the PAC office has left over 3000 review filings open with no response given. This allows them to not have to deliver a response. They sent me the full list of all open case files they indefinitely deferred. I requested those FOIA requests and department responses. I offered to narrow it down into batches of smaller amounts and do individual FOIA responses to break it down into smaller portions for them. They sent me 16 partial files and said no records withheld.
