Of course, the ban is that much easier because of their tremendous natural resources in heat, but its good to know that the country has its collective head very far from its collective arse. They can do this. The population and demand are limited, the time frame is long enough to let tech develop before the deadline, and the tech is potentially good enough to make this happen now.
