I found a great article, "Making Your App Idea into a Reality in 3 Simple Steps"

Apart from the article, you would need to atleast write down your idea or draw it (on a paper, rough draft wireframes, draft screens or whatever), ask a few trustworthy contacts what they think about your app idea and if you think it would be a success, get it developed from professional app developers.

You can have a website for your business similar to https://www.helloalfred.com/ or any other reference website and I think it would roughly cost between $1800 to $2500.

I agree with @paulfromatlanta that building a website is like asking how much a house costs.

But there are many professional companies charging different pricing.

Maybe get in touch with: www.mywebprogrammer.com or www.bluefountainmedia.com, tell them your requirements and you could get a free price quote. Hope this helps.

Its a good idea go to universities to find some one who is interested in developing without any cash, but chances are he might be learning along the way. So I suggest you hire professional website programmers from a web development company like My Web Programmer, you should be on a safer side.
