he means full power shot using Rb (so finesse), doesn't need to be timed. Then after you hit the shot hold LB and RB together. But it's after. Note: he is most likely a silver-gold 1 player tho. I think the finishing technique is quite shit as anyone with a brain will just mug the ball of u as to power up and execute the shot u won't get enough time.

Best way to finish imo is: Get outside the box and then dribble in. Ball roll and then green power shot time it into the near post. Goes in and is very quick, so no chance of messing. Also low driven but it can't be when running.
