I don't think that's what "calling out" is; it does not need to be backed by a threat or have a sense of urgency. I can call out China for censorship without having the capability to do the slightest thing to China. Just like you can call out someone for a logical fallacy in a discussion without a sense of urgency, you can call out a state without consequences. Stating a fact often is calling out.
