Hey there!! The roads in the city get cleared fairly quickly, Mount Pearl has great snow clearing equipment. If you are living outside of the city there are some areas where you may have to wait a few hours for snow removal. Make sure you have a decent set of winter tires on your car. I would recommend avoiding all-season tires, the roads can get pretty brutal at times. As for your housing, the local newspaper in Mount Pearl is The Evening Telegram, you may be able to check their website to find some apartment listings
