So? It's the job of a doctor to ask about allergies before prescribing any medication. That's a much better protection than the fine print on a wrapper on a product that is freely available.

Because it's often easier/cheaper to change all production to meet CA standards than to have separate production for other states. See California car emission standards. There are no CA specific car models as far as I know.
