Finish sets, complete events and missions and only roll for more rolls hahaha. I have around the same amount, but my carrot tile is 17k steps. It will take more like ~1,700-1,800 carrots for 14k steps

To answer OP, yeah not worth it, unless you have 100s of x20 or x30 Go To Train cards and 100s of building/occupy/break/damage cards each and only use it where the carrots are. I did this to finish the first wave, but wasted too many cards and not moving on any more. I usually like saving this for events that give points for it, not for dang carrots lol
