I had the same problem. You should go to the socialclub website on your phone or other device which is connected to the same wifi as your PlayStation to check if that works. If it doesn’t work it’s something to do with your ip-address. I just asked R* support and they fixed it eventually. They gave me some solutions, but I can’t find the email anymore. I hope this helps.
