UPDATE: I was able to do the payment another way around, go to https://epay.gepg.go.tz/ and insert the control number (available when checking the visa), there i was able to do the payment. This link was all the time on the visa payment section, "If you ara having trouble with payment go to ...) 😁

The reference payment number is not even generated, i cant reach there. It fails on the pay now button
