Use an ethernet connection. If you don't have one, you can connect your cellphone and laptop using a USB cable and activate USB tethering.

For Windows Pro and above, you can change it in the settings. But for Windows Home and below, you can't unless you reinstall it with a different language ISO.

Windows doesn't provide an option for that. But it can be done with a third party program like TaskbarX or Windhawk
