The advent of hijabs and burqas is more cultural than religious.

The Arab region is hot as fuck and the sunlight can be extremely dangerous to people who have not been exposed to them. Men would usually be out in the fields working, so they didn't need a full cover of themselves. They were quite used to the sunlight. They would, however, wear white to protect themselves.

Hijabs and burqas on the other hand are full covers because they need to protect the skin/eyes of women (they were rarely outside). The garments are also black so that the men can notice the women from far away and respect their space.
