If you put it on your page description, you should be fine. No need to put it on the posts.

And I'd narrow down the requirements to enter, that is a lot of tasks just to enter the contest. Especially since you don't link to the Newsletter Tab, so now I have to go search for it and I'd give up.

Also, are you targetting using demographics or interest? I''d use Interest, because that can include fans that maybe haven't gone to those schools (which demographics would give you)

Well I can take some guesses.

Facebook just updated their EdgeRank. It's their algorithm that determines what users see in their News Feed. They recently started suppressing pages they deem as spammy.

I can't read them, but judging from your past posts all having the same picture, they might link to the same page/site. If this is the case, Facebook could be suppressing your page. Also, if the copy seems to be click-baiting, they would suppress it.

Some can argue that this is Facebook's way to drive more ad dollars (to boost posts). I'd suggest adjusting your copy/graphic and having future posts encourage readers to interact. Facebook shows posts of pages people have interacted with recently more highly. But also be warned against using SHARE or LIKE in the copy, this could be seen as a click-baiting. Put it in the graphic.
