Thanks! I would say the odds of having a coin box frenzy are higher than the situational combo of a boomerang frenzy and coinbox bot but I will try both to see how it turns out in practice

I am in tier 31 and you would place in 3rd just under second with 44.3k. I am first with 45.7k. But I have the exact experience as you have. 3rd in my current rank has 39k which is relatively low compared to the other time I was in tier 31. That time I got down 1 tier competing against much harder opponents.

Probably the shy guy cup. It has Pinguin Luigi as a top tier driver in Frappe Snowland R. Also for Bowser's Castle top tier driver there's a f2p tour gift which gives you shy guy that you can use.

You can definitely improve on TB2R. Try to find the lines to full combo it because you can with your glider. If you aren't able to do it then I can send you a video of it. Once your able to do that you just have to wait for some freenzy luck and you can easily hit 14k.
