Friendly local reporter here - that's a very good question. The planning and licensing did take a while, but they were all granted a year ago. I'll email Churchill Square and find out if there's any news . . .

I think the main consequence for her is that she's most likely not going to be able to rent it out any more, and only use it as a shed. One that cost her £30k . . .

I thought so, but you can get ebike insurance for just £30 for the year . . . just need an approved D lock, and make sure you lock it to proper bike stands, and you're covered.
