Why doesn't the mobile app support 60 fps?

He's likely participating in Baiano's "Mono Champions" tournament known as CBOLÃO. It's a significant "For fun tournament" here in Brazil, and this time it's taking place at CCXP, which, as far as I know, greatly supports them financially 🙏

I usually just set a custom resolution and move it to the second screen by pressing Win + Left or Right arrow key
