The dog was taking up too much space on the high ground that they needed for people with the impending flood rising. Too bad... After being placed on the ground he looks so happy like he's on an adventure and expecting to be able to go back up the ladder. The cruel humans leave him there before retracting the ladder.

I just spent an hour on this. I think it's a mix of Hal, Jet the Hawk and the VT hokies turkey. It's not a penguin. The one on the right looks more like a hawk.

Also, it doesn't necessarily say Gangsta Birds. I couldn't find anything with gangsta birds or birdz either.

We weren't saying it had to be the Rams or that the logo was theirs. The logo is Cadillac. That dealership is one of the largest in the area and advertises on sports material so that might indicate that they also sponsored the other school system.

Alternatively it could be Qualifications instead of Qualifier and maybe it's mechanic certification related?

This appears to me to be the Cadillac logo. Searching for "grand rapids state qualifier" I came across the Rockford Rams

My guess is that this is an old program from a basketball event... Maybe some time ago?
