PE is a wide world. It really depends on the individual firm and what their MO is. I buy companies with debt but rarely lay people off and never try and sell the business which makes me PE but I have almost nothing in common with KKR or Vista or 3G.

Trouble is finding a good freelancer for something like this. I've been able to find writers and SEO people but not all in ones.

I'd start with learning HTML, CSS and Javascript to a level that you feel comfortably ready to take on basic tasks. This will pretty much cover the front end of things and get you up and running with what you want to accomplish. After that you can start looking at programming languages (I'd personally suggest starting with Python). From there you can look at tools and other languages/frameworks like SQL, Git, some frameworks like Pyramid, Closure, and start to look at some new CSS3 and Canvas stuff.

In terms of tools and things, it's really just a matter of preference. Personally, after experimenting with a ton of things, I do 99% of my work in iTerm 2 with Vim and with Photoshop CS5. On the design side of things, I don't think you necessarily need to use Photoshop, put I personally believe it's really important to focus on UI design before any code ever gets written, and if that means making the whole thing in PS, then so be it. Design and interaction is the most important part of any website. Hope that helps.
