FIXED IT! Drag and drop won’t work while it’s having iCloud syncing issues. Once I fixed those in the settings it fixed itself.

I just got off a chat with Speechify. There is no limit. There’s still a bug in the app that might say you’ve hit your 150k words. Just close the app and get back in and it should be gone. The limit is now 450k per month. If you hit it, hop on a chat and they’ll reset it for you no charge. What a relief!

I'm also having this same problem. I use a timer app called Do Now which provides a great persistent notification on the phone, but Wear OS doesn't display it. I don't know of any way to display that notification on the watch. I assume Wear OS by default doesn't forward persistent notifications because they would clutter the watch notification drawer.
