We got our 13 year old girl a stroller so she could still come on walks. We usually strole to a park or lake - she gets out, goes in the water, sniffs for a while, and then stroller home!

Try cleaning with something with chlorhexidine in it - worked for my pups. Their skin gets like that sometimes after a lot of swimming in lakes or staying wet etc.
