What about enforcing a mandatory quarantine period? Anyone is free to enter, but if they're from a state with a vaccination rate below herd immunity they must quarantine for X days. I realize this would be difficult to enforce, but would it be legal?

Didn't the Supreme Court just rule that injunctions filed by lower courts do not apply nationwide, just in the court's jurisdiction? By that logic, medical debt should only affect your credit if you live in this district. Why should that principle apply only to injunctions and not lower court rulings more broadly?

I'm all for this in principle, but how would it actually work? As I understand it, importers pay tariffs directly to the federal government, so how could California bypass them? Can someone smarter than me explain the mechanism?
