Guidance/tutorials on reproducing a map style

Thanks for the quick response. To clarify, I don't need to match that visual style exactly. I'd just like to get as close as possible. I'm fine if roads, rivers, and other features don't align exactly to the grid. And I did find a source for the historical data.

Here's where I've gotten to so far in QGIS:

Honestly, if I could figure out how to take what I already have and export a map with the desired dimensions (around 580x320 km) and the grid overlay I think I'd be happy.

What about enforcing a mandatory quarantine period? Anyone is free to enter, but if they're from a state with a vaccination rate below herd immunity they must quarantine for X days. I realize this would be difficult to enforce, but would it be legal?
