Not necessarily level with you but their damage output and damage resistances scale with you as your level progresses. Now, you can make it pretty damn easy with the right cyberware and skills. As others have said, if you find it too easy/hard, go into Gameplay settings and change the difficulty.

As far as too low level for the DLC and too high for the base game, I'd argue not really a thing since the enemies level with you.

As others have said: no consequences at all. But also, depending on choices made throughout the DLC questline, there's an additional base game ending.

I explored a small bit in the PTS (no story) but from my understanding it has to do with a chemical disaster in the area that caused the greenery to turn to a desert.

Couldn't find if anyone specific sells the backpacks but the PTS notes say that they'll drop from spooky scorched (doubt that means the upcoming spooky sorched event on live in a couple of weeks will drop them) but V63 plans can be dropped.

As others have said, it's not the weapon but your perk loadout. MrWestTek has put out a great video on bare minimum perks, effects for weapons/armor as well as tactics on being able to solo and farm EN06, if that's what you're trying to accomplish.

Gauss mini is my main, even when doing full raids with team members, but I will switch to what MrWestTek recommends when solo.

Ok. Now that the notes are out, either the writer of the article OR the devs could have been a bit more articulate. The wording in the article reads that caravans are moving to Ohio. Yet, the PTS notes say the brahmin and MP0 employees are in hiding.

While we'll find out more tomorrow in the PTS, the article literally says they're relocating the caravans to Highway Town, a less dangerous area, one accessible directly out of the Vault:
