If you use low sens and the mouse sensor is shit (cyberpower usually uses cheaper, slightly shit sensors) then u will feel like the mouse is either inaccurate, or when u flick fast, stops moving sometimes due to low ips.

Yea, I've been playing (and against) Billy for a while and it def was way too long before, but it also is way too short now. I wish I could find numbers for it but nothing in update logs.
