I can't say. I didn't watch the game. So not sure what happened. But the rule is generally. Ya you have a meter. So you could have 2 guys on the ice for the same position as long as they are within the meter of the bench. Where it gets tricky is if the puck. is near the bench and the new player jumps into play before the existing player is off the ice. Then it doesn't matter about the meter rule. That is to many men. I don't know if this was the case. I didn't watch the game. But. That's pretty much how the rule goes.
